Windows 10 programs always at maximum - cannot resize

Problem: Windows programs cannot be resized or set into smaller windows.  Programs always maximized.  Minimize button works, but the program cannot be "window-ized"

Windows 10 only.

Solution:
The operating system is in tablet mode or forced into tablet mode.  To unset,

1.  Start, Settings, System
2.  Select Tablet Mode from the left-nav
3.  Turn Tablet Mode off

Results:
Windows are now resizable.

Minor Drawback:
If your PC can convert into a tablet, you will have more control (and more things that can be accidentally touched) while in tablet-mode.
