Windows 10 Start Menu Pops Open Unexpectedly

Windows 10 Start Menu opens unexpectedly

Symptoms:

  • While browsing, reading email, editing a document, etc., the Windows 10 Start Menu (Windows 10 Tile menu) opens to the foreground. 
     
  • This can happen even if you are not touching the computer, touch pad, or touching the mouse.
     
  • If you happen to have a second user account on this Windows 10 machine (say an "admin" account), that account does not have the same issue.
     
  • Audacity Sound Editor was installed recently.


Common Suspicion:

  • Update the (laptop's) Synaptics Touchpad driver.   This was not proven to my satisfaction and did not resolve the problem. 
     
  • Likewise, other sites recommend running SFC, DFS, and other similar commands: to no avail.

 
Likely Solution:

On this particular PC, the sound-editing program, "Audacity" was installed from a Windows 10 Administrator Login (in other words, logged into the Administrator account and installed the software).  Then, the admin account was logged out and re-logged-in as the regular "loser" user account.  

On (the standard user account), a Start-Menu tile [to Audacity] was built, and launched correctly.  After this, perhaps after a reboot, the Start Menu opened randomly, even if the PC was not being touched.

Issue:  Audacity is not playing well and does not support installs outside of the current user's profile. 

Steps:

A.  Login as the Administrative user
B.  In Control Panel, Programs and Features, uninstall Audacity
 
C.  Logout as the Administrative account
D.  Login as the non-Administrative user (the user's "loser" account)
 
E.  Re-install Audacity as that user.  If prompted for Admin credentials, type them normally.


Audacity is having problems when not installed as an administrative account, or is having problems when installed under one user-ID, but run under another.  I was not able to explore other solutions to this problem.  The steps above were an adequate workaround. 

I could imagine if each user account installed the same program, the problem would be resolved, but why would anyone want to run software under their administrative account?  That would be a no-no.  See Related links below for the reason.  

The other possibility: Locate the Audacity Software and use File Explorer to grant ALL USERS rights to the program directory.  This is actually a fairly good idea, but I was not able to explore this before the machine left my control.
